Starknet: Pledge migration completed, pledge operation has been restored

This upgrade has improved the economy of STRK staking and brought greater transparency to validator behavior: allowing principals to evaluate and compare validator activity and reliability before participating in Starknet consensus in the future (with the goal of EOY): The verifier must prove the randomly selected blocks at each time period. They can also adjust the commission, but only under strict time lock conditions. The principal can monitor the activity and commission policy of validators through all pledge UI, and can switch as needed at any time.
