25 states and the District of Columbia in the United States have filed a lawsuit in the federal court of Rhode Island, demanding to prevent the Trump administration from linking some disaster emergency funds to state changes in election management systems. The US Department of Homeland Security has imposed conditions on some Federal Emergency Management Agency grants totaling over $1 billion. If states do not submit plans to switch to manually filled paper ballot devices, 20% of the related grants will be temporarily suspended.
