The draft requires the exchange to determine the trading process and calculate prices, and proposes to establish a digital custody institution with a registered capital between 50 million and 250 million rubles. Electronic platform operators need to meet capital requirements and assume settlement functions. The draft has entered the regulatory impact assessment stage, providing a framework for retail compliance transactions while prohibiting domestic payments of cryptocurrencies.
