The Office of the Superintendent of the Currency (OCC) has issued the final rules for implementing the GENIUS Act, which will take effect on January 18, 2027. This rule establishes a regulatory framework for approved stablecoin issuers, provides a pathway for banks and non bank institutions to conduct payment stablecoin business, and clarifies the relevant standards for overseas stablecoin issuers and asset custody. The final rule requires the regulation of stablecoin issuance to follow standards such as reserve support, redemption, and risk management. The OCC will evaluate the issuer's and third-party business arrangements on a case by case basis and has the authority to take enforcement actions against behavior that circumvents legal requirements.
