The US Treasury Department releases proposed COINS Act rules to tighten restrictions on investments in sensitive technologies
On October 23rd, the US Treasury Department released proposed rules to implement the COINS Act, which plans to expand restrictions on foreign investment in AI, semiconductor, and biotechnology by some countries of concern. Some investments in the AI field that were originally eligible for declaration are planned to be prohibited from trading; High bandwidth memory, photonic chips, and radiation resistant chips in the semiconductor field are subject to restrictions; Biotechnology has been added as a key regulatory area. The proposed rule requires US investors to independently determine whether their trading partners involve restricted technology, and some public market securities, index funds, and small fund investments are proposed to retain exemptions. The rule is currently in the stage of soliciting opinions and has not yet officially come into effect.
Mike McGlone, senior commodities strategist at Bloomberg Intelligence, stated that since 2026, assets such as U.S. natural gas, Bitcoin, gold, silver, platinum, palladium, lead, nickel, and iron ore have all experienced a pattern of initial gains followed by declines. This trend may continue until the end of the year, and the U.S. stock market needs to maintain resilience to prevent the risk of a market downturn from spreading. (Source: Bloomberg)
