Vietnam launches pilot framework for encrypted assets, sets fines for violations
The Vietnamese government issued a resolution in September 2025 to launch a national pilot framework for encrypted assets, requiring that domestically issued encrypted assets be supported by real-world assets and initially only open to foreign investors. Boston Consulting Group predicts that the global tokenized asset market will exceed $14 trillion by 2030. The National Securities Commission of Vietnam stated that five companies have been preliminarily evaluated by the exchange and ultimately approved to meet Level 4 information system security standards and maintain a registered capital of approximately 383 million US dollars. On July 16th, the Vietnamese government issued a decree imposing fines ranging from approximately $1150 to $1918 for violations in the cryptocurrency market, which will take effect on September 1st.
